Special Town Meeting Warrant - May 17, 2014
The Commonwealth of Massachusetts
Worcester  SS.

To either of the Constables of the Town of Rutland in the County of Worcester.
IN THE NAME OF The Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in Town affairs, to meet at the
GLENWOOD ROAD ELEMENTARY SCHOOL AUDITORIUM
in said Rutland on Saturday, the Seventeenth Day of May, 2014
at 5:00 o’clock in the evening,
then and there to act on the following articles:---


ARTICLE 1:
To see if the Town will vote to appropriate from Available Funds (Free Cash or Foundation Reserve Funds) a sum of money for repairs to a DPW 1995, L70 B, Volvo front end loader; or take any action in relation thereto.                                       

ARTICLE 2:
To see if the Town will vote to appropriate from Available Funds (Free Cash or Foundation Reserve Funds) a sum of money to purchase and install a Generac 14K propane generator for the Community Hall; or take any action in relation thereto.                                                                                                                       

ARTICLE 3:
To see if the Town will vote to appropriate from Available Funds (Free Cash or Foundation Reserve Funds) a sum of money to the FY 2014 Ambulance Purchase Services Account ( # 231-5200) to pay for repairs to the ambulance; or take any action in relation thereto.                                                                                                 

ARTICLE 4:
To see if the Town will vote to appropriate from Available Funds (Free Cash or Foundation Reserve Funds) a sum of money to the FY 2014 Ambulance Supplies Account (# 231-5400) to pay for repairs to the ambulance; or take any action in relation thereto.                                                                                                           

ARTICLE 5:
To see if the Town will vote to appropriate from Available Funds (Free Cash or Foundation Reserve Funds) a sum of money to the FY 2014 Public Safety Building Purchase Service Account (# 192-5200-005) to pay for an electricity utility expense shortfall; or take any action in relation thereto.                  
                
ARTICLE 6:
To see if the Town will vote to appropriate from Available Funds (Free Cash or Foundation Reserve Funds) a sum of money to the FY 2014 Public Safety Building Supplies Account (# 192-5400-005) to pay for a heating oil shortfall; or take any action in relation thereto.                                                      

ARTICLE 7:
To see if the Town will vote to appropriate from Available Funds (Free Cash or Foundation Reserve Funds) or the Stabilization Fund a sum of money to pay for a Fire Tanker repair; or take any action in relation thereto.                      






ARTICLE 8:
To see if the Town will vote to appropriate from Available Funds (Water Enterprise Free Cash) a sum of money to purchase 427 Hersey water meters; or take any action in relation thereto.                                                               
ARTICLE 9:
To see if the Town will vote to appropriate from Available Funds (Sewer Enterprise Free Cash) a sum of money to purchase 427 Hersey water meters; or take any action in relation thereto.                                                                                          

ARTICLE 10:
To see if the Town will vote to appropriate from Available Funds (Water Enterprise Free Cash) a sum of money to purchase miscellaneous tools for the Water Department; or take any action in relation thereto.   
                                                                      
ARTICLE 11:
To see if Town will vote to appropriate from Available Funds (Free Cash or Foundation Reserve Funds) a sum of money to purchase the Tax Title Module for the current software in the Treasurer/Collector’s office; or take any action in relation thereto.      

ARTICLE 12:
To see if the Town will vote to appropriate from Available Funds (Overlay Surplus ) a sum of money to purchase office equipment for the Assessor’s office; or take any action in relation thereto.

ARTICLE 13:     
To see if the Town will vote to appropriate from Available Funds (Free Cash or Foundation Reserve Funds) a sum of money to purchase a backup storage system for the network server in Community Hall; or take any action in relation thereto.
                        
ARTICLE 14:
To see if the Town will vote to appropriate from Available Funds (Free Cash or Foundation Reserve Funds) and from insurance proceeds to be received a sum of money to replace a 2000 Ford F350 truck with a like piece of equipment; or take any action in relation thereto.            

ARTICLE 15:
To see if the Town will vote to appropriate from Available Funds (Free Cash or Foundation Reserve Funds) a sum of money for the years two and three lease payments (three-year lease) for the Police Interceptor SUV Cruiser acquired in FY 2014; or take any action in relation thereto.                                       
ARTICLE 16:
To see if the Town will vote to appropriate from Available Funds (Free Cash or Foundation Reserve Funds) a sum of money to various line items of the FY 2014 General Operating Budget; or take any action in relation thereto.

ARTICLE 17:
To see if the Town will vote to appropriate from Available Funds (Free Cash or Foundation Reserve Funds) a sum of money for the purchase and installation of computers for various departments; or take any action in relation thereto.
